We propose three experimental indices covering the known lunar strategic resources: CLPI-ART v1.0 (equatorial ilmenite → O2), CLPI-HE3 v1.0 (helium-3 for aneutronic D+³He fusion), and CLPI-H2O v1.0 (polar water in PSRs). All three computed globally from public data: LP GRS + LP-NS + LOLA. Internal checks (not independent validation): CLPI-ART via Monte Carlo 500 trials (top-1 stable 55%); CLPI-HE3 via regression against 6 Apollo returned samples (R² = 0.984); CLPI-H2O against LCROSS Cabeus (2009) and 13 NASA candidate sites (domain improvement 3.8× over CLPI-ART). Applied to the nominal Artemis II flyby: CLPI-ART mean score 25.5/100 (68th global percentile), peak 69.3 best-of-track; the sub-spacecraft point crosses the Procellarum KREEP Terrane during the days around the flyby, enabling observation via the Orion OpNav cameras with their wide FOV.

Note on trajectory: Artemis II is the second Artemis flight and the first crewed mission. This analysis was done before the flight; the mission launched on April 1, 2026 (NASA) and this page has not been re-run with the actual trajectory (nominal epoch used here: 2026-04-08 12:00 UTC). The trajectory used here is a nominal synthesis reconstructed from public parameters in the NASA Artemis II press kit (10-day duration, ~7,400 km flyby altitude over the lunar far side, hybrid free-return geometry). Lunar positions are real (DE440/NAIF SPICE). The official Orion trajectory (SPK kernel) has not yet been incorporated. The pipeline is ready to re-run with official kernels; until then, the ground-track numbers (25.5, 69.3, 68th percentile) come from the synthesized trajectory.
CLPI-ART is an experimental index proposed here to prioritize ISRU areas of interest on the Moon. It combines five physical components derived from real data (Lunar Prospector GRS + LOLA) into a 0–100 score per pixel. The index is computed globally, the top-5 hotspots are identified, and the nominal Artemis II trajectory is evaluated against that ranking.

Artemis II does not land — it is a 10-day free-return flyby. However, because closest approach is over the far side and the sub-point crosses the near side near the KREEP terrane, the mean track score (25.5) falls in the global 68th percentile. The peak over Procellarum reaches 69.3/100. The sub-spacecraft point crosses the Procellarum KREEP Terrane lie under the Artemis II ground track, enabling Orion's OpNav cameras as an independent visual cross-check for the ranking when NASA releases post-flight imagery. The top-5 are direct candidates for future Artemis missions with landing capability.
Helium-3 (3He) is a stable isotope deposited in lunar regolith by the solar wind over ~4.5 Gyr. On Earth it is extremely rare because the magnetic field shields us; on the Moon, without a magnetosphere, it accumulates. It is the candidate fuel for aneutronic fusion: D + 3He → 4He (3.6 MeV) + p (14.7 MeV), Q = 18.3 MeV. It produces no primary neutrons (no reactor activation) and enables direct conversion to electricity without a turbine. CLPI-HE3 is our sibling index to CLPI-ART, reweighted to maximize 3He detection using TiO2 as a proxy for the host mineral (ilmenite, FeTiO3), calibrated against six real measurements from returned Apollo samples.

D+³He fusion releases 18.3 MeV per reaction, equivalent to ~167 TWh thermal per tonne of ³He burned (Wittenberg, Cameron & Kulcinski 1992, Fusion Technology 21, Sec. 11). At current world energy consumption (~180,000 TWh/yr total primary energy supply, IEA World Energy Outlook 2024), the global reserves we estimate (~495,700 t) would cover ~460 years of planetary demand if 100% recoverable and burned in high-efficiency reactors. Honest caveat: recoverability is <30% (Wittenberg 1992), no commercial D+³He reactor exists, and Helion Energy — the most advanced private project, with a 50 MWe plant in Malaga, WA, targeting 2028 — plans to produce its own terrestrial ³He from D+D reactions, not lunar mining. Lunar ³He remains a long-horizon strategic resource (~2050+), not a near-term ISRU target. This is the honest reading.
Water is the #1 ISRU resource for current lunar exploration. Via electrolysis it converts to oxygen + hydrogen — rocket fuel produced in-situ — which can reduce Earth launch costs by ~95%. It exists mainly as ice trapped in permanently shadowed craters (PSRs) near the poles, where temperatures remain eternally below 110 K and ice is stable for billions of years. This was confirmed directly by LCROSS in 2009 (5.6% wt H2O measured in the Cabeus crater plume, Colaprete et al. Science 330), by SOFIA in 2020 (molecular water on the sunlit side, Honniball et al. Nature Astronomy 5), and by the Chang'e-5 lander onboard LMS spectrometer in 2022 (<120 ppm in-situ H2O, Lin et al. Science Advances 8, eabl9174).
CLPI-H2O is the third index in the CLPI family, reweighted specifically to prioritize polar regions with high hydrogen content. It is derived from the historical standard Lunar Prospector NS product (Feldman et al. 2001, JGR 106), which mapped global hydrogen concentration at 2° from epithermal neutrons. Conversion to WEH (water-equivalent hydrogen) uses the stoichiometric factor H2O/H2 = 9.

Polar concentration is clearly visible (upper and lower edges in light cyan/white) vs dark equator. The gold star marks the LCROSS Cabeus impact site (84.7°S), where lunar ice was directly confirmed by the 2009 impact of the Centaur upper stage (EDUS), observed by the LCROSS shepherding spacecraft (5.6 wt% H2O in the plume). Purple squares are the 13 candidate sites announced by NASA in August 2022 for future landing missions — all at the south pole, physically justified by the same LP-NS data that feeds this index.

Media = 72.4.

(B) The 13 NASA Artemis III sites ranked by CLPI-H2O. Mean = 72.4. This is 3.8× better than the same sites under CLPI-ART (18.9, purple dashed line). This suggests CLPI-H2O is the appropriate index for polar missions; it is not external validation, since the NASA sites were chosen using the same LP-NS data.

With CLPI-H2O, the CLPI framework now covers the three known lunar strategic resources:
The gap between CLPI-ART (18.9) and CLPI-H2O (72.4) over the same 13 NASA sites demonstrates discriminant validity: both indices measure physically distinct resource dimensions and their predictions diverge predictably. That gap is the mathematical signature that each index is fulfilling its purpose.
Honest caveat: the maximum WEH LP-NS registers at 2° equal-area is ~0.15%, well below the 5.6% LCROSS directly measured in the Cabeus plume. The difference is real: LP-NS averages over a ~60 km footprint that includes lit terrain, while LCROSS directly sampled ejecta from the interior of a specific PSR. Feldman 2001 bulk WEH is a lower-bound well-calibrated polar background; true water content in individual craters is up to ~100× higher. A real site-selection analysis requires LRO/LEND at higher resolution (not openly curl-able) and/or a LOLA PSR-by-PSR illumination model.
The nominal Artemis II trajectory crosses both the near and far sides of the Moon. Closest approach occurs over the far side, in an anorthositic highlands region north of the South Pole-Aitken basin. We overlay the sub-spacecraft point onto two global maps: (A) LOLA 16 ppd topography hillshade and (B) LP GRS FeO abundance.

CLPI-ART weights (0.35 / 0.15 / 0.25 / 0.15 / 0.10) are design choices by the author, not formally calibrated against ground truth. It is fair to ask: what happens to the ranking if we perturb them? We run a Monte Carlo simulation: 500 trials, uniform ±30% perturbation on each weight, renormalized to sum 1.

(A) Top-1 score distribution under Monte Carlo perturbation. Perturbed mean (~95.9) matches the reference value; standard deviation ~0.12, relative CV 0.13%. The numerical score is very stable. (B) Persistence of each reference hotspot in the top-5 under perturbation. #3 Sinus Medii (100%) and #2 Mare Imbrium (91%) are the most robust; #1 Mare Insularum (55%) and #4 Procellarum (56%) swap rank within the same terrain; #5 Mare Imbrium E (33%) is the least robust — it competes with nearby local maxima in the Procellarum KREEP Terrane.
For each component, we set its weight to 0 and renormalize. How many of the original top-5 survive the truncated ranking indicates the relative importance of that component.

No, y no debería serlo.
Any proposed index must declare its applicability domain. For this we need a public, official reference set of lunar sites against which to contrast our ranking. The only NASA-published set of sites nominally prioritized for near-term human exploration are the 13 candidate landing regions announced on August 19, 2022 as part of the planning for future Artemis missions with landing capability. All are near the lunar south pole, optimized for water-ice extraction from permanently shadowed craters (PSRs), which is a different resource from the equatorial ilmenite CLPI-ART optimizes. The comparison answers a critical question: is CLPI-ART a replacement for NASA's site selection? No, and it should not be. This benchmark explicitly documents the separation between the two objectives.
Currency note: on October 28, 2024 NASA updated this list to 9 regions aligned with the revised Artemis III schedule. This work uses the original 2022 list because it is the broadest public set with 13 published points. The methodological argument (discriminant validity between indices) is unchanged when re-applied to the 2024 list. The coordinates used are approximate region centers (~15 km radius per NASA); final selection within each region requires higher-resolution LROC NAC data.

(A) The 13 candidate sites announced by NASA (August 19, 2022) ranked by CLPI-ART. All fall between 13 and 24 points, well below the equatorial top-5 (gold dashed lines at 85-96). Best is Leibnitz Beta Plateau (23.9), followed by de Gerlache-Kocher Massif (21.8). (B) FeO-TiO₂ compositional space. NASA polar sites (purple) cluster in the lower-left corner (FeO~5%, TiO₂~0.2%); CLPI-ART top-5 (gold) sits in the iron- and titanium-rich Procellarum KREEP Terrane. The two populations are disjoint in compositional space, which is consistent with that CLPI-ART is measuring a resource dimension different from the one NASA prioritizes at those sites.
The ~4.8× gap is expected and a discriminant signal, not a defect. CLPI-ART v1.0 is designed to optimize O₂ extraction by ilmenite reduction, a resource relevant for near-term equatorial infrastructure. The NASA-announced polar sites optimize frozen water in PSRs for crew consumables, a different resource requiring permanent adjacent illumination + shadowed crater, not basalt chemistry. That both rankings are disjoint indicates that CLPI-ART does not duplicate NASA's official site selection but provides a complementary view of the lunar resource portfolio. For polar missions (such as future landing missions), a sibling index CLPI-ART-POLE is natural future work: same 5 components but with weights and normalizations retuned to prioritize illumination, temperature, and PSR proximity.

This work proposes CLPI-ART and CLPI-HE3 as two complementary lunar prospection indices computed entirely from public data (Lunar Prospector GRS + LOLA LDEM). Both are numerically robust under Monte Carlo perturbation (top-1 stable ≥55% with ±30% on weights) and consistent with the literature (no independent validation): CLPI-ART recovers the Procellarum KREEP Terrane identified by Jolliff et al. (2000) from first geological principles, and CLPI-HE3 places Mare Tranquillitatis as the top hotspot — the Apollo 11 site (one of its calibration points), which NASA measured as having the highest ³He abundance (Pepin et al. 1970).

What this work does establish: that it is possible to build, from Chile and using public data, lunar prospection indices that are numerically robust, documented with their assumptions, visually interpretable, and openly reproducible. That is the technical standard CUSSEN offers for geospatial analysis — terrestrial or planetary.
